Iran's TIR carnet shortage and your China cargo
Iranian international road-transport associations are reporting a shortage of TIR carnet books and a rise in what they cost to issue. The question an importer actually asks is narrow: does cargo already moving from China stop? For this line the answer turns on a structural fact — the carnet is issued on the China side and travels with the carrier, not with the cargo owner and not with an Iranian fleet.

Who obtains the carnet
A TIR carnet is issued by each country's national guaranteeing association under the IRU system, to a licensed carrier. It does not belong to the cargo owner and is not bought at origin; the carrier driving the truck carries it. On this line that carrier is us, and both the licence and the carnet sit on the China side. Neither the Chinese shipper nor the Iranian importer needs to obtain one.
That structure is what bounds the impact. When a carnet shortage in Iran is reported, what is short is the supply of books to fleets drawing Iranian-issued carnets. This line's weekly departures from the Yiwu and Shenzhen (Pinghu) facilities do not draw on that stock.
What this does not change
Four things worth keeping apart, because advertising usually runs them together.
Transit time. A carnet is not an accelerator. The line's ranges are unchanged: counted from the Wuqia crossing, a direct truck currently takes 21–23 days to Tehran and 18–21 days to Mashhad; a transshipment truck 26–30 and 24–28 days. The domestic leg from the consolidation hub to Wuqia is within about 7 days and is counted separately. No day count is published for the Khorgos line.
Rate. TIR does not change the freight rate, and carnet pricing in Iran does not set this line's rate either. Rates are not published — quote on request, revalidated weekly, every formal quotation carrying a validity date.
Transloading. A direct truck transloads once, at Bukhara; a transshipment truck at Osh and Bukhara, sometimes once more at the Iranian border. A carnet makes unsealings and transloads fewer, not zero.
Inspection. TIR is not an exemption from inspection. Customs in any transit country may break the seal and check the load.
Border congestion is a separate question
Carnet supply is one thing; conditions at the crossings are another. Queues and holds are a shared road condition that applies to every fleet, ours included. That is why the ranges are written as "currently" rather than guaranteed. What we can give is hourly position from Beidou-3 plus GPS, and the open/close status of the door e-lock.
